I downloaded them from the FORD website. For my Mustang, I used its VIN and got the Sync 3 non Nav update. For the Nav version I found a 2017 flex with Nav and added it's VIN to my account, then downloaded that version too.

I also had an activity light on the USB so I could watch for it working. You have to turn on with USB in car, and wait for it to tell you to remove. Then you will need to let it fully reboot. Nav took longer, even though file was smaller. Performed update to Sync 3 Version 2.3 today via USB. Took me several times to get it installed.
The problem is the poorly designed way the new release provides update status via the touch screen. There is no immediate feedback to advise that upgrade is in process. First time I inserted the USB, I waited several minutes and nothing appeared to be happening so I removed the USB stick and re-inserted it.
I did this several times. Finally I just left the USB stick in the car USB slot and low and behold, several minutes later, a note came across screen advising update in process. This note went away and the system rebooted and I figured it was done, So I removed USB stick. I discovered that was wrong. I did the process again and discovered that 'update in process' appears and disappears a few times as part of the update. Finally about 45 minutes later, A message says Update complete - remove USB stick. Could have saved me a lot of aggravation if the update provided prompt and clear status of update on screen from beginning to end of update process.
